Ober|Kaler announced today that Barbara G. Werther and Stephen D. Palley
have joined the firm’s Construction Group in the Washington, D.C.
office. A well-known and highly-regarded team, Werther and Palley are
among the nation’s top construction lawyers.
Barbara G. Werther has over 30 years of
experience in construction and government contracts law, representing
contractors and owners in a wide range of disputes, both in the private
sector and on public projects. Most recently, she was a partner with
Howrey LLP. Ms. Werther is recognized as one of the country’s leading
construction and government contracts lawyers in Best Lawyers in
America, Chambers USAand Washington, D.C.’s Best Lawyers.
A frequent speaker on construction and government contracts law issues,
she hosted the first Annual Women in Construction Conference in
Washington, D.C. in 2006. Most recently she moderated a panel of top
American women philanthropic entrepreneurs for “Where Do Women Stand,”
sponsored by the Washington, D.C. business publication Bisnow.
She is a member of the executive board of the Leukemia and Lymphoma
Society.
Barbara Werther is a graduate of The George Washington University Law
School (J.D. 1978) and the University of Pennsylvania (B.A. 1975) magna
cum laude.
Stephen D. Palley specializes in insurance
coverage litigation with a construction industry focus, as well as
complex construction defect litigation. Along with others at Ober, his
practice is limited to representation of policyholders. In addition to
his litigation and trial practice Mr. Palley advises clients on the
development and negotiation of insurance and risk transfer programs for
large construction projects throughout the United States, including
hospitals, airports, power plants and stadiums. He also joins the firm
from Howrey LLP. A regular speaker and writer on construction and
insurance-related topics, Mr. Palley is the lead editor of, and a
contributing author to, a twelve-chapter book entitled “Construction
Insurance,” to be published by the ABA Forum on Construction in April
2011.
Stephen Palley is a graduate of the Washington University in St. Louis
School of Law (J.D. 1998); The University of Delaware (M.A. 1991); and
Tufts University (B.A. 1989) cum laude.
