VIENNA (AP) _ Iranian negotiators on Wednesday expressed support for a deal that _ if accepted by their leaders _ would delay Tehran's ability to make nuclear weapons by sending most of its existing enriched uranium to Russia for processing, diplomats said. International Atomic Energy Agency chief Mohamed ElBaradei said that representatives of Iran and its three interlocutors _ the U.S., Russia and France _ had accepted the draft for forwarding to their capitals. ElBaradei said he hoped for approval from all four countries by Friday.
23 states report higher unemployment in September
WASHINGTON (AP) _ Unemployment rates rose last month in 23 states and fell in 19 as the economy struggled to create jobs in the early stages of recovery. The Labor Department says Nevada, Rhode Island and Florida in September posted their highest jobless rates on records dating to 1976.
Health insurers may lose antitrust exemption
WASHINGTON (AP) _ A House committee has voted to strip the health insurance industry of its exemption from federal antitrust laws as senators announced plans to take the same step. The moves Wednesday signaled a growing determination by Democrats to punish the insurance industry for its criticism of President Barack Obama's health care overhaul agenda. The House Judiciary Committee voted 20 to 9 to repeal a 1940s law that exempted the health insurance industry from federal controls over certain antitrust violations including price-fixing.
Obama to refocus bailout on small businesses
WASHINGTON (AP) _ President Barack Obama is set to unveil plans to refocus spending of the government's $700 billion financial bailout away from big financial institutions and toward small businesses. The White House says the initiatives will make it easier for smaller community banks to provide credit to small businesses, which have been hard-hit by the financial crisis. The president's plan also includes a request that Congress increase caps for existing Small Business Administration loans.
Feds: Mass. man planned terror attacks on malls
BOSTON (AP) _ A 27-year-old Massachusetts man has been charged with conspiring with others to carry out terror attacks against shoppers in U.S. malls and against U.S. military in Iraq. Authorities in Boston say Tarek Mehanna (TEH'-rek meh-HAH'-nah) of Sudbury sought training in terrorist training camps and worked with others from 2001 to May 2008 on the conspiracy "kill, kidnap, maim or injure" people in foreign countries and to kill prominent U.S. politicians.
AP NewsBreak: Obama urged to investigate BCS
WASHINGTON (AP) _ Sen. Orrin Hatch is asking President Barack Obama to launch a Justice Department investigation into college football's Bowl Championship Series over antitrust laws. Hatch tells the president in a letter Wednesday that a "strong case" can be made that the BCS violates antitrust laws. The Associated Press obtained a copy of the letter.
AP Newsbreak: 1st sweat lodge survivor speaks out
FLAGSTAFF, Ariz. (AP) _ A woman who took part in an Arizona sweat lodge ceremony that led to three deaths has provided a dramatic account of the ordeal in an interview with The Associated Press. Texas resident Beverley Bunn says spiritual guru James Arthur Ray pushed participants too far in what was supposed to be a life-expanding experience. Within an hour of entering the ceremony, people began vomiting, gasping for air and collapsing. Yet Bunn says Ray continually urged everyone to stay inside.
Kuwait grants women passports without spousal nod
KUWAIT CITY (AP) _ Kuwait's highest court granted women the right to obtain a passport without their husband's approval, the case's lawyer said Wednesday, in the latest stride for women's rights in this small oil-rich emirate. Unlike with highly conservative neighbors like Saudi Arabia, women in Kuwait can vote, serve in parliament and drive _ and now can obtain their own passports.
AP NewsBreak: Swiss defend Polanski tipoff to US
GENEVA (AP) _ Swiss officials tipped off the United States and set in motion the arrest of director Roman Polanski last month in his decades-old child sex case, according to documents obtained by The Associated Press. On Wednesday, a top Swiss official defended the move. Justice Ministry spokesman Folco Galli said the e-mails _ obtained in Los Angeles by the AP under a U.S. public records request _ showed that Swiss officials followed proper police procedure when a wanted individual is expected in Switzerland.
Phillies can clinch World Series spot tonight
PHILADELPHIA (AP) _ The Phillies can clinch a spot in the World Series tonight with a win in Game 5 of the NLCS against visiting Los Angeles. Philadelphia took a 3-1 lead in the series Monday night with a come-from-behind 5-4 win on a two-out double by Jimmy Rollins in the bottom of the ninth. The Phils go with Cole Hamels, the MVP of last year's postseason when the Phillies won it all. Dodgers manager Joe Torre is bypassing 21-year-old Clayton Kershaw in favor of veteran Vicente Padilla.
