California Top Performers and Most Improved Physician Groups Recognized
OAKLAND, Calif., Oct. 2 /PRNewswire-USNewswire/ --
The Integrated Healthcare Association (IHA) today announced the pay for performance (P4P) program results and performance award winners. The California P4P program is in its fifth year and 2007 results continue to show improvement in clinical quality and information technology (IT), with patient experience scores remaining stable but not showing improvement.
Results for the clinical, patient experience, and IT measures are available now at the IHA web site, www.iha.org. Scores for each participating physician group reflecting 2007 performance on P4P measures will be posted on the California Office of Patient Advocate Web site, www.opa.ca.gov, by November.
The 2007 measurement year results are used by seven health plans -- Aetna, Anthem Blue Cross, Blue Shield of California, CIGNA HealthCare, Health Net of California, Western Health Advantage, and UnitedHealthcare -- to calculate incentive payments for distribution to physician groups in 2008. Health plans have already distributed over $212 million in payments to physician groups as a result of meeting P4P quality measures from 2003 through 2006. Each health plan develops its own formula to determine payments based on their physician group's performance in relation to clinical quality and patient experience measures, and adoption of information technology (IT).

In recognition of program results, IHA presented two sets of performance awards to California physician groups today at the IHA Annual Pay for Performance (P4P) Stakeholders Meeting in Los Angeles, California. The first set of awards recognized the forty six physician groups with the best overall performance on important health care quality measures, including preventive care and chronic care management, patient satisfaction, and use of information technology to support safer care. The second set of awards recognized eleven physician groups that demonstrated the most overall quality improvement in their region on these same measures.
Top Overall Performance Awards
"Among the 230 physician groups participating in California's pay for performance program, these are the leaders in the use of evidence-based health care processes and health information technology that result in better care for patients," said Don Rebhun, MD, Regional Medical Director, HealthCare Partners and IHA board chair.
Top performing physician groups scored in the top 20% of participating groups on performance measures that include clinical quality measures (cancer screenings, immunizations, diabetes care, etc.), patient satisfaction measures (timely access to care, doctor-patient communication, etc.), and use of health information technology that includes supporting clinical decision making and use of systems to assure patients received evidence-based care.
California's P4P effort is the largest physician incentive program in the United States, involving 35,000 physicians caring for more than 11 million individuals.
